"The United States will continue to work with the LGBTI community to combat discriminatory laws and practices that attack the dignity and undermine the safety and rights of transgender persons. There has been some notable progress on LGBTI issues globally, but we have more to do to eradicate the threat of violence that confronts transgender persons.

"The United States remains unwavering in our commitment to advance LGBTI equality. That is why President Obama appointed Randy Berry as the first-ever Special Envoy for the Human Rights of LGBTI Persons. Through the Global Equality Fund, we are working to promote tolerance and respect for LGBTI individuals.

"On this day of remembrance and every day, we stand with the transgender community in the struggle for the full recognition and protection of your human rights – for your right to live freely, safely, and with dignity."
