Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Felicia Marcus, 58, of Emeryville, has been reappointed member and chair of the California State Water Resources Control Board, where she has served since 2012. She was a member of the Delta Stewardship Council from 2010 to 2012 and western director at the Natural Resources Defense Council from 2008 to 2012. Marcus was executive vice president and chief operating officer at the Trust for Public Land from 2001 to 2008 and served as region IX administrator at the U.S. Environmental Protection Agency from 1993 to 2001. Marcus was president at the City of Los Angeles Board of Public Works from 1991 to 1993, where she served as a commissioner from 1989 to 1993. She earned a Juris Doctor degree from the New York University School of Law. This position requires Senate confirmation and the compensation is $138,867. Marcus is a Democrat.

Richard Maullin, 74, of Santa Monica, has been reappointed to the California Independent System Operator Board of Governors, where he has been chair since 2014 and has served since 2011. Maullin has been a partner at Fairbank, Maslin, Maullin, Metz and Associates since 1981. He earned Doctor of Philosophy and Master of Science degrees in political science from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $20,000, in addition to per diem meeting preparation and attendance expenses. Maullin is a Democrat.

Robert Weisenmiller, 66, of Berkeley, has been reappointed member and chair of the California Energy Commission, where he has served since 2010. Weisenmiller was a co-founder and executive vice president at MRW and Associates from 1986 to 2010 and at Independent Power Corporation from 1982 to 1986. He served in several positions at the California Energy Commission from 1977 to 1982, including commissioner’s assistant, manager of the Special Projects Office and director of the Office of Policy and Program Evaluation. Weisenmiller earned a Doctor of Philosophy degree in chemistry and a Master of Science degree in energy and resources from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $138,867. Weisenmiller is a Democrat.

Gareth Elliott, 44, of West Sacramento, has been appointed to the University of California Board of Regents. Elliott has served as legislative affairs secretary in the Office of the Governor since 2011. He was policy director in the Office of California State Senator Alex Padilla from 2008 to 2011 and policy director and deputy chief of staff in the Office of California State Senate President pro Tempore Don Perata from 2004 to 2008. Elliott was a legislative aide and then legislative director in the Office of California State Senator Don Perata from 1996 to 2004. This position requires Senate confirmation and there is no compensation. Elliott is a Democrat.

Gregory Ahern, 57, of Livermore, has been reappointed to the California Lottery Commission, where he has served since 2012. Ahern has been sheriff-coroner of Alameda County since 2007 and has served at the Alameda County Sheriff’s Office in several positions since 1980, including assistant sheriff, commander, captain, lieutenant, sergeant and deputy sheriff. Ahern is a member of the California State Sheriffs’ Association, where he was president from 2013 to 2014. This position requires Senate confirmation and the compensation is $100 per diem. Ahern is a Republican.

Rowena T. Libang-Bobila, 47, of Walnut Creek, has been reappointed to the California Lottery Commission, where she has served since 2014. Libang-Bobila has been principal attorney at the Rowena T. Libang Law Offices since 2010. She served in several positions at the San Francisco City Attorney’s Office Children and Family Services Division from 1995 to 2010, including lead trial attorney. She was an immigration caseworker at the Office of U.S. Senator Alan Cranston from 1991 to 1992 and a fellow in the Coro Fellows Program in Public Affairs from 1990 to 1991. Libang-Bobila earned a Juris Doctor degree from University of California, Hastings College of the Law. She is a member of the California Minority Counsel Program, Asian American Bar Association of the Greater Bay Area and the Filipino Bar Association of Northern California. This position requires Senate confirmation and the compensation is $100 per diem. Libang-Bobila is registered without party preference.
