Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Adam Quinonez, 31, of Sacramento, has been appointed assistant deputy director of legislative and regulatory review at the California Department of Consumer Affairs. Quinonez has been a staff services manager at the California Employment Development Department since 2012. He was a research analyst at the California Workforce Investment Board from 2010 to 2012, where he served as an associate governmental programs analyst from 2009 to 2010 and as a staff services analyst from 2007 to 2009. This position does not require Senate confirmation and the compensation is $83,388. Quinonez is a Democrat.

James Sanders, 68, of Merced, has been appointed to the Merced Designated Local Authority. Sanders was executive director, president and chief executive officer at the Merced Community Action Network from 1994 to 2011 and was a member of the Merced City Council from 2001 to 2009. He was a construction manager at Merced Construction from 1989 to 1992, a marketing director at Painted Bride Art Center from 1982 to 1985 and director of training and employee development at Keller Industries from 1978 to 1980, where he was a personnel manager from 1977 to 1980. Sanders is a member of the Merced Community Social Model Advocates and the Merced Community Emergency Response Team. This position does not require Senate confirmation and there is no compensation. Sanders is a Democrat.

Bernice Bass de Martinez, 66, of Elk Grove, has been appointed to the California Board of Vocational Nursing and Psychiatric Technicians. Bass de Martinez has been chair of the Department of Foreign Languages at California State University, Sacramento since 2009, where she has served in several positions since 2000, including chair of the Department of Special Education, Rehabilitation, School Psychology, and Deaf Studies, special assistant to the president, team leader and provost. She was senior associate vice president for academic affairs and dean of the School of Graduate Studies at Indiana State University from 1996 to 2000 and associate provost and director of graduate studies at Mills College from 1993 to 1996. Bass de Martinez was dean of the Seton Hall University, College of Education and Human Services from 1991 to 1993 and chair of the Fresno State Department of Teacher Education from 1987 to 1991. She is founding chair of the William V.S. Tubman University Foundation Board and a member of the California State University, Sacramento Foundation Board and the Elk Grove Multicultural Committee. Bass de Martinez earned a Doctor of Philosophy degree in curriculum and instruction with emphases in teacher preparation, bilingual education and reading and languages from the University of Florida and a Master of Arts degree in elementary education with emphases in bilingual education and reading and language arts from the University of Northern Colorado. This position does not require Senate confirmation and the compensation is $100 per diem. Bass de Martinez is a Democrat.
