Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Hillary Iserman, 45, of Roseville, has been appointed deputy superintendent of correctional education at the California Department of Corrections and Rehabilitation, where she has been acting deputy superintendent of correctional education since 2017 and has served in several positions since 2000, including assistant chief of education, supervisor of correctional education programs, supervisor of academic instruction and teacher. This position does not require Senate confirmation and the compensation is $148,668. Iserman is a Republican.

Alice M. Scott, 63, of Sacramento, has been appointed deputy director of communications at the California Department of Technology. Scott has served as deputy director of external affairs at the California Infrastructure and Economic Development Bank since 2014. She was director of public affairs at the California State Treasurer's Office in 2014. Scott served as deputy director of consumer relations and outreach at the California Department of Consumer Affairs from 2001 to 2004, was owner and president at Alice Scott Media Consultants from 1995 to 2001 and a reporter, producer and anchor at KCRA-TV Sacramento from 1980 to 1998. This position does not require Senate confirmation and the compensation is $126,288. Scott is a Democrat.

Cindy Heffren, 68, of Chico, has been reappointed to the 3rd District Agricultural Association, Silver Dollar Fair Board of Directors, where she has served since 2006 and served from 1987 to 2002. Heffren was an elementary school teacher for the Chico Unified School District from 1996 to 2011. She is a member of the Omega Nu Sorority and California Women for Agriculture. This position does not require Senate confirmation and there is no compensation. Heffren is a Republican.

Les Heringer, 68, of Chico, has been reappointed to the 3rd District Agricultural Association, Silver Dollar Fair Board of Directors, where he has served since 2006. Heringer has been a manager at M and T Chico Ranch since 1986. He is a member of the Butte County Farm Bureau, Sacramento Valley Landowners Association, Friends of Agriculture Board and the Rotary Club of Chico. Heringer is a California Agricultural Leadership Program alumnus. This position does not require Senate confirmation and there is no compensation. Heringer is a Republican.

Hugh Santos, 71, of Chico, has been reappointed to the 3rd District Agricultural Association, Silver Dollar Fair Board of Directors, where he has served since 2006. Santos was an owner at Starshine Enterprises from 1987 to 2002 and instructor of audio recordings at Butte College from 1987 to 2002. He is a member of the California Agricultural Leadership Associates. This position does not require Senate confirmation and there is no compensation. Santos is a Republican.

Barbara Bagneris, 60, of Orange, has been reappointed to the 32nd District Agricultural Association, Orange County Fair Board of Directors, where she has served since 2014. Bagneris has been principal financial analyst at Raytheon Space and Airborne Systems since 2010. She was a senior financial controls analyst at L-3 Interstate Electronics Corporation from 2008 to 2010 and held several positions at the Boeing Company from 1980 to 2008, including business analyst and program financial controls analyst. Bagneris is a past president of the Delta Sigma Theta Sorority Inc. Orange County Alumnae Chapter and is a member of the sorority’s National Finance Committee. She earned a Master of Business Administration degree from the University of Phoenix. This position does not require Senate confirmation and there is no compensation. Bagneris is a Democrat.

Newton Pham, 35, of Fountain Valley, has been reappointed to the 32nd District Agricultural Association, Orange County Fair Board of Directors, where he has served since 2016. Pham has been vice president at California Bank and Trust since 2014. He was principal financial analyst at Mitsubishi Materials U.S.A. from 2012 to 2014, senior analyst at McGladrey Capital Markets LLC from 2007 to 2012 and associate consultant at Smith Barney, Citigroup Global Markets from 2004 to 2007. This position does not require Senate confirmation and there is no compensation. Pham is a Democrat.

Robert Ruiz, 49, of Irvine, has been reappointed the 32nd District Agricultural Association, Orange County Fair Board of Directors, where he has served since 2014. Ruiz has been secretary-treasurer at Laborers Local 652 since 2003, where he was a field agent from 2002 to 2003. He was a foreman at Peter C. David from 2000 to 2002. Ruiz is a member of the Santa Ana Workforce Investment Board and of Laborers Local 652. This position does not require Senate confirmation and there is no compensation. Ruiz is a Democrat.
