Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Brian Kelley, 44, of West Sacramento, has been appointed chief deputy of the Offender Investigations and Screening Division at the Board of Parole Hearings, where he has been acting parole administrator since 2017 and has served in several positions since 2010, including special assistant to the executive officer, chief of the Offender Screening Division and senior investigator. He was a parole agent at the California Department of Corrections and Rehabilitation, Division of Adult Parole Operations from 2003 to 2009, a correctional sergeant at Centinela State Prison from 2001 to 2003 and a correctional officer at the Substance Abuse Treatment Facility and State Prison, Corcoran from 1997 to 2001. This position does not require Senate confirmation and the compensation is $140,880. Kelley is registered without party preference.

Alireza Asgari, 42, of Sacramento, has been appointed to the California Board for Professional Engineers, Land Surveyors, and Geologists. Asgari has been a senior structural engineer at the Office of Statewide Health Planning and Development since 2011. He was a senior structural engineer at URS Corporation from 2005 to 2011and an engineer at Walter P. Moore Civil Engineering from 2004 to 2005. Asgari is a member of the Structural Engineers Association of Central California. He earned a Doctor of Philosophy degree in civil engineering from Purdue University and a Master of Science degree in civil engineering from the University of Tehran. This position does not require Senate confirmation and the compensation is $100 per diem. Asgari is a Democrat.

Nicolas Wavrin, 43, Carmichael, has been appointed to the California State Rehabilitation Council. Wavrin has been an educational programs consultant of the Quality Assurance Unit at the California Department of Education since 2018, where he was an educational programs consultant of the Focused Monitoring and Technical Assistance Unit from 2016 to 2018. He was vice principal at Al Sadara Model School from 2014 to 2016 and head of the English Department at Al Nahyaneia Model School from 2013 to 2014. Wavrin was a teacher at Al-Hayer School for Boys from 2010 to 2013 and at Al-Arqam College Preparatory from 2003 to 2010. He earned a Master of Science degree in educational leadership from the University of Leicester. This position does not require Senate confirmation and there is no compensation. Wavrin is a Libertarian.

Linda Clifford, 65, of Sacramento, has been reappointed to the Contractors State License Board, where she has served since 2013. Clifford is a licensed “A” general contractor and has been an independent construction consultant for general and specialty contractors since 2016. She was chief financial officer at C. C. Myers Inc. from 1986 to 2016 and held several accounting positions at Continental Heller and Tecon Pacific from 1972 to 1986. Clifford is a member of the California Uniform Construction Cost Accounting Commission, National Association of Corporate Directors, National Association of Women in Construction, Women in Transportation, Sacramento Construction Management Education Foundation, Associated General Contractors and the Construction Financial Management Association. This position requires Senate confirmation and the compensation is $100 per diem. Clifford is a Republican.
