Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

David A. Kilgore Jr., 40, of Loma Linda, has been appointed director of the California Department of Child Support Services. Kilgore has been director of the Riverside County Department of Child Support Services since 2015 and chief deputy director of the Los Angeles County Department of Child Support Services since 2013, where he was deputy director of operations from 2008 to 2013. He was deputy director of operations at the San Bernardino County Department of Child Support Services from 2006 to 2008 and held several positions at the Tulare County Department of Child Support Services from 2002 to 2006, including program manager and staff services analyst. He earned a Master of Public Administration degree from California State University, Northridge. This position requires Senate confirmation and the compensation is $199,855. Kilgore is a Republican.

Tam M. Ma, 38, of Sacramento, has been appointed assistant secretary of the Office of Program and Fiscal Affairs at the California Health and Human Services Agency. Ma has been director of legal and policy at Health Access California since 2016, where she was policy counsel from 2015 to 2016. She was a lecturer at the University of California, Berkeley School of Law in 2014, principal consultant in the Office of California State Senator Mark Leno from 2013 to 2015 and staff attorney at Legal Services of Northern California from 2011 to 2013. Ma was a judicial extern for U.S. Magistrate Judge Kimberly Mueller at the U.S. District Court, Eastern District of California in 2010 and a law clerk at the California Rural Legal Assistance Foundation in 2010. She was a law clerk and clinical student at the East Bay Community Law Center in 2009. Ma was a law clerk at Legal Services of Northern California in 2009 and principal consultant in the Office of California State Senator Sheila Kuehl from 2003 to 2008. She was a capital fellow in the Office of California State Senator Sheila Kuehl from 2002 to 2003 and an AmeriCorps member at the Volunteer Center of Alameda County and the Alameda County Juvenile Detention Camp from 2001 to 2002. Ma earned a Juris Doctor degree from the University of California, Berkeley School of Law. This position does not require Senate confirmation and the compensation is $126,000. Ma is a Democrat.

Kyle Arndt, 51, of Los Angeles, has been appointed to the California Housing Partnership Corporation. Arndt has been a partner at Bocarsly Emden Cowan Esmail and Arndt LLP since 2006. He was a partner at Bingham McCutchen from 2002 to 2006, an associate at Riordan and McKinzie from 1994 to 1999 and counsel at CVE, LLC from 1999 to 2002. Arndt is a member of the Hollywood Community Housing Corporation Board of Directors. He earned a Juris Doctor degree from the University of California, Los Angeles School of Law and a Master of Urban Planning degree from the University of California, Los Angeles. This position requires Senate confirmation and there is no compensation. Arndt is a Democrat.

Sindy Spivak, 52, of Los Angeles, has been appointed to the California Housing Partnership Corporation. Spivak has been senior vice president and west region market executive of community development banking at Bank of America Merrill Lynch since 2016, where she has held several positions since 1997, including senior vice president and community development national credit products manager, senior vice president and tax credit equity manager and senior vice president of product development and syndicator programs. She was senior loan officer at Delaware Valley Community Reinvestment Fund from 1995 to 1997 and a commercial real estate banker at Meridian Bancorp from 1990 to 1995. Spivak is a member of the Abode Communities Board of Directors, HomeAid Los Angeles Board of Directors and the National Equity Fund Board of Directors. She earned a Master of Business Administration degree from Temple University. This position requires Senate confirmation and there is no compensation. Spivak is registered without party preference.

Matthew Lujan, 43, of Millbrae, has been appointed to the California Private Security Disciplinary Review Committee, North. Lujan has been owner, vice president and chief financial officer at the Loss Prevention Group Inc. since 2006 and a reserve police officer at the Pacifica Police Department since 2004. He is vice president of the California Reserve Peace Officers Association and a member of the Bureau of Security and Investigative Services Advisory Committee, California Association of Licensed Security Agencies, Guards and Associates and the American Society for Industrial Security. This position does not require Senate confirmation and the compensation is $100 per diem. Lujan is a Democrat.

Patricia Trauth, 62, of Encinitas, has been reappointed to the California Landscape Architects Technical Committee, where she has served since 2015. Trauth has been principal landscape architect at Rick Engineering Company since 2016. She was principal landscape architect at URS Corporation from 2008 to 2014 and at AECOM from 2014 to 2016. She is a member and past-president of the San Diego Chapter of the American Society of Landscape Architects. Trauth earned a Master of Landscape Architecture degree from the University of Arizona. This position does not require Senate confirmation and the compensation is $100 per diem. Trauth is a Democrat.

Myles Spar, 51, of Manhattan Beach, has been reappointed to the California Naturopathic Medicine Committee, where he has served since 2014. Spar has been an integrative medicine consultant for the National Basketball Association since 2018 and an assistant professor at the University of Arizona and chief executive officer at Tack 180 Southern California Men’s Medical Group since 2016. He has been owner of Myles Spar M.D. Integrative Medicine and an integrative medicine physician at Anthony Mills MD Inc. since 2014, director of integrative medicine at the Venice Family Clinic’s Simms/Mann Health and Wellness Center since 2002 and a clinical instructor of internal medicine and family medicine at the University of California, Los Angeles School of Medicine since 1998. He was medical director at the Akasha Center for Integrative Medicine from 2009 to 2014 and senior associate at PricewaterhouseCoopers from 2000 to 2001. Spar is chair of the American Board of Integrative Medicine Fellowship Committee and a member of Integrative Medicine for the Underserved, Consortium of Academic Medical Centers and the Society of General Internal Medicine. He earned a Doctor of Medicine degree from the University of Michigan Medical School and a Master of Public Health degree in health services from the University of California, Los Angeles. Dara Thompson, 47, of San Rafael, has been reappointed to the California Naturopathic Medicine Committee, where she has served since 2015. Thompson has been a naturopathic doctor at Azzolino Chiropractic Neurology and Integrative Wellness since 2013 and has been a naturopathic doctor since 2002. She was a medical and nutrition writer at KQED from 2012 to 2014, a western medical professor at the Traditional Chinese Medical College of Hawaii from 2003 to 2012 and adjunct faculty for the Department of Holistic Health Education at John F. Kennedy University from 2007 to 2008. Thompson earned a Doctor of Naturopathic Medicine degree from the National College of Natural Medicine. This position does not require Senate confirmation and the compensation is $100 per diem. Thompson is a Democrat.
