Washington, DC - Today the Justice Department, U.S. Patent and Trademark Office (USPTO), and National Institute of Standards and Technology (NIST) issued a joint policy Statement regarding the treatment of standard-essential patents (SEP) where the patent holder has agreed to license its patents on fair, reasonable, and non-discriminatory (F/RAND) terms. This Statement replaces the 2013 policy statement on SEP remedies issued jointly by the Department of Justice and USPTO.

Pompeo, Secretary of State: "The Russian Federation’s and China’s veto yesterday of a Security Council resolution that allows for humanitarian aid to reach millions of Syrians is shameful. The resolution put forward by Germany, Belgium and Kuwait, and supported by the U.S. would have enabled life-saving assistance to reach at least four million Syrians throughout the country. Unfortunately, the Russian Federation for the 14th time, and China, for the 8th time, failed in this commitment. Both countries preferred instead to provide cover and support for its junior partner in Damascus; thus placing the lives of millions of innocent civilians in the balance at the height of winter, while further threatening civilians by supporting the continued Assad regime and Russian military offensive on Idlib.

St. Louis, Missouri - A United Kingdom national appeared Wednesday in federal court on charges of aggravated identity theft, threatening to damage a protected computer, and conspiring to commit those and other computer fraud offenses, related to his role in a computer hacking collective known as “The Dark Overlord,” which targeted victims in the St. Louis, Missouri, area beginning in 2016.
