Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

David Davey, 51, of Bakersfield, has been appointed warden at California State Prison, Corcoran, where he has served as acting warden since 2014. Davey was chief deputy warden at Kern Valley State Prison from 2012 to 2014 and served in several positions at High Desert State Prison from 1995 to 2012, including correctional administrator, captain, lieutenant and sergeant. He was a correctional officer at Pelican Bay State Prison from 1990 to 1995, at Folsom State Prison from 1988 to 1990 and at Mule Creek State Prison in 1987. This position does not require Senate confirmation and the compensation is $141,204. Davey is a Republican.

Julian Manalo, 51, of Riverside, has been appointed administrator at the Veterans Home of California, West Los Angeles, where he has served as deputy administrator since 2014. Manalo served as a medical administrator and major in the California Air National Guard from 2008 to 2014. He was a homeland response force observer, controller and trainer at the National Guard Bureau Joint Staff, Office of the Joint Surgeon in 2013 and an operations and training officer in the California Air National Guard Homeland Response Force from 2010 to 2013. Manalo was residential care facility for the elderly administrator at the Village Homes of Moreno Valley from 2006 to 2012 and served as a captain in the California Army National Guard from 1999 to 2008. He was fire chief and emergency management coordinator at the California Department of Mental Health, Patton State Hospital from 1995 to 2008. This position does not require Senate confirmation and the compensation is $146,412. Manalo is a Democrat.

Peter Kim, 51, of Cerritos, has been appointed deputy administrator at the Veterans Home of California, West Los Angeles. Kim has been chief of staff for the 40th Infantry Division of the California Army National Guard since 2015, where he has served in several positions since 1995, including commander and deputy commander in the 224th Sustainment Brigade, battalion commander in the 540th Main Support Battalion, operations officer in the 40th Division Support Command, deputy logistics officer in the 40th Infantry Division, company commander in the 340th Forward Support Battalion and plans officer in the 115th Area Support Group. Kim was an operations supervisor at Target Distribution Center from 1993 to 1995 and served in several positions in the U.S. Army from 1987 to 1992, including assistant brigade logistics officer and platoon leader. Kim earned a Master of Business Administration degree from Trident University. This position does not require Senate confirmation and the compensation is $122,796. Kim is a Republican.

Donna Santos, 38, of North Hills, has been appointed skilled nursing facility administrator at the Veterans Home of California, West Los Angeles. She has been skilled nursing facility administrator at Wellsprings Post Acute Center since 2013. Santos was skilled nursing facility administrator at Country Manor Healthcare from 2004 to 2013. This position does not require Senate confirmation and the compensation is $117,000. Santos is a Republican.

Bruce Wilcox, 62, of Imperial, has been appointed assistant secretary for Salton Sea policy at the California Natural Resources Agency. Wilcox has been interim assistant executive director at the Salton Sea Authority since 2015 and manager of environmental and Salton Sea programs at the Imperial Irrigation District since 2008, where he led the implementation of mitigation and restoration efforts. He was a regional manager at Michael Brandman Associates from 2006 to 2008 and a senior project manager at the Imperial Irrigation District from 2004 to 2006 and at EDAW Inc. in 2004. Wilcox was section manager at HDR Inc. in 2003, regional resource manager at Kimley-Horn and Associates Inc. from 1992 to 2003 and an environmental scientist at BIO-West Inc. from 1990 to 1992. Gilbert Gonzales, 38, of San Francisco, has been appointed senior business development specialist in the Governor’s Office of Business and Economic Development. Gonzales has been vice president of business attraction at the Arizona Commerce Authority since 2014. He was senior director at the Charles Dunn Company from 2013 to 2014, a senior director for Vons from 2011 to 2012 and senior director in the Los Angeles Mayor’s Office from 2007 to 2011. This position does not require Senate confirmation and the compensation is $94,560. Gonzales is a Republican.

Miriam Barcellona Ingenito, 43, of Elk Grove, has been appointed executive partner at the Financial Information System for California. Ingenito has been chief deputy director at the California Department of Toxic Substances Control since 2013. She was deputy secretary for environmental policy and community programs at the California Environmental Protection Agency from 2011 to 2013, deputy director of legislation at the California Department of Finance from 2009 to 2011 and principal consultant for the California Senate Committee on Appropriations from 2001 to 2009. Ingenito served as assistant to the secretary for policy and program analysis at the California Resources Agency from 1999 to 2001 and as fiscal and policy analyst for the California Legislative Analyst’s Office from 1997 to 1999. Ingenito earned a Master of Public Policy degree from the University of Chicago, Harris School of Public Policy. This position does not require Senate confirmation and the compensation is $166,596. Ingenito is a Democrat.

Tad Egawa, 48, of Sacramento, has been appointed as general counsel at the California Department of Housing and Community Development. Egawa has been assistant commissioner of legal affairs at the California Bureau of Real Estate since 2013. He was a deputy attorney general at the California Department of Justice, Office of the Attorney General from 2009 to 2013 and a shareholder at McDonough, Holland and Allen PC in 2009, where he was of counsel in 2007 and 2008. Egawa was assistant general counsel at the Ryland Group Inc. from 2004 to 2007 and an associate at Jeffer, Mangels, Butler and Marmaro LLP from 1999 to 2004, at Tuttle and Taylor from 1998 to 1999 and at Sheppard, Mullin, Richter and Hampton LLP from 1996 to 1997. Ben Webster, 57, of Carmichael, has been appointed to the California Travel and Tourism Commission (Visit California).
