Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Amilia Glikman, 39, of Sacramento, has been appointed chief counsel at the California Department of Toxic Substances Control, where she has been assistant chief counsel since 2015 and served as an attorney from 2012 to 2015. She served as an attorney at the Sacramento County Superior Court from 2010 to 2012 and was an associate at Downey Brand LLP from 2002 to 2010. Glikman earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position does not require Senate confirmation and the compensation is $149,904. Glikman is a Democrat.

Alexa Kleysteuber, 33, of Durham, North Carolina, has been appointed deputy secretary for border and intergovernmental relations at the California Environmental Protection Agency. Kleysteuber has served as policy advisor on climate change mitigation at the Independent Association of Latin America and the Caribbean since 2014. She was a consultant for the United Nations Development Programme in 2014. Kleysteuber served in several positions at the Ministry of Environment of Chile's Office of Climate Change from 2009 to 2013, including policy advisor and negotiator at the United Nations Climate Change Conference and project coordinator for Chile's Second National Communication on Climate Change from 2008 to 2010. Kleysteuber was an associate at GreenHawk Partners LLC from 2006 to 2008. She earned a Master of Science degree in environmental policy, planning and regulation from the London School of Economics and Political Science. This position does not require Senate confirmation and the compensation is $120,948. Kleysteuber is a Democrat.

Andrew Sturmfels, 33, of West Sacramento, has been appointed deputy director of legislation at the California Department of General Services. Sturmfels has served as a member of the City of West Sacramento Planning Commission since 2015 and as deputy director of legislative and intergovernmental affairs in the Governor's Office of Business and Economic Development (GO-Biz) since 2014, where he was a senior permit assistance specialist from 2013 to 2014. Sturmfels was manager of planning and performance management at the California Department of Toxic Substances Control from 2011 to 2013 and graduate student assistant for legislative affairs at the California Environmental Protection Agency from 2010 to 2011. He earned a Master of Public Policy and Administration degree from California State University, Sacramento. This position does not require Senate confirmation and the compensation is $105,876. Sturmfels is registered without party preference.

Jennifer S. Lim, 46, of Citrus Heights, has been appointed assistant director in the Office of Legislation and Communications at the California Department of Rehabilitation. Lim has been deputy director at the California Emergency Medical Services Authority since 2013. She served in several positions at the California Department of Rehabilitation from 1997 to 2013, including senior vocational rehabilitation counselor, public information officer, chief of the Centralized Services Unit and training officer in the Staff Developmental Section. Lim was a principal at Benson Enterprises Inc. from 1999 to 2007 and executive director at Mourning Hope Inc. from 2004 to 2007. She was a research and publication specialist in the Solano County Office of Education from 2000 to 2002. Lim earned a Master of Arts degree in organizational leadership from Chapman University. This position does not require Senate confirmation and the compensation is $102,600. Lim is a Republican.

Jennifer Richard, 47, of Sacramento, has been appointed senior policy advisor for benefit programs at the California Employment Development Department. Richard has served as chief of staff in the Office of California State Senator Hannah-Beth Jackson since 2013. She was principal consultant in the Office of California State Senate Majority Leader Ellen Corbett from 2011 to 2012, policy director at the California Center for Public Health Advocacy from 2010 to 2011 and advisor to the California Integrated Waste Management Board in 2009. Richard was legislative director in the Office of California State Senator Sheila Kuehl from 2001 to 2008 and senior consultant in the Office of California State Assemblymember Sheila Kuehl from 1994 to 2000. This position does not require Senate confirmation and the compensation is $130,008. Richard is a Democrat.

Rebecca Franzoia, 64, of Sacramento, has been reappointed to the Respiratory Care Board of California, where she has served since 2012. Franzoia was capitol director in the Office of Lieutenant Governor John Garamendi from 2007 to 2009 and served in several positions at the California Department of Insurance from 1991 to 2007, including deputy commissioner of executive operations, chief deputy commissioner, manager of the Selections and Training Unit, training officer and assistant to the commissioner. Franzoia served in several positions in the Office of California State Senator John Garamendi from 1981 to 1986, including assistant and consultant to the senator. Franzoia was an elementary school teacher for the Tuolumne County School District from 1977 to 1981 and the Modoc Joint Unified School District from 1974 to 1977. This position does not require Senate confirmation and the compensation is $100 per diem. Franzoia is a Democrat.

Steve Wilson, 69, of Monterey, has been appointed to the California Board of Professional Engineers, Land Surveyors and Geologists. Wilson has been founder and owner at Monterey Bay Engineers Inc. since 1975. He was a technical consultant for professional licensing examination at CTB-McGraw-Hill from 1991 to 2008, a part-time land surveying instructor at Monterey Peninsula College from 1989 to 1994 and senior designer at Mobile Parks West from 1972 to 1978. Wilson was junior civil engineer at the City of Seaside Public Works Department from 1970 to 1972, survey crew member at the Monterey County Public Works Department in 1970 and survey crew member and engineering aid at the City of Monterey Public Works Department in 1966. He served in several positions in the U.S. Navy Reserve, including SP-2H aircrewman from 1967 to 1970 and chief illustrator draftsman from 1975 to 1982. Wilson is a member of the American Council of Engineering Companies, California Landsurveyors Association and the National Society of Professional Surveyors. This position does not require Senate confirmation and the compensation is $100 per diem. Wilson is a Republican.

Carrie Nocella, 39, of Anaheim, has been appointed to the California Court Reporters Board. Nocella has been director of government relations at the Disneyland Resort in Anaheim since 2007. She was an attorney at the Placer County Public Defender's Office from 2005 to 2007, at Murphy, Pearson, Bradley and Feeney from 2004 to 2005 and at Kershaw, Cutter and Ratinoff LLP from 2002 to 2004. Nocella earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position requires Senate confirmation and the compensation is $100 per diem. Nocella is a Democrat.

Ray Buenaventura, 51, of Daly City, has been appointed to the California Commission on Asian and Pacific Islander American Affairs. Buenaventura has been an attorney at the Buenaventura Law Firm since 1998. He served as a deputy public defender in the Los Angeles County Alternate Public Defender's Office from 1993 to 1998. Buenaventura is a member of the Asian Pacific Islander American Public Affairs Association, Filipino American Democratic Club of San Mateo County and the California Democratic Party's Filipino American Democratic Caucus and Asian Pacific Islander Caucus. This position does not require Senate confirmation and there is no compensation. Buenaventura is a Democrat.

Helen Lee, 60, of Los Angeles, has been appointed to the California Commission on Asian and Pacific Islander American Affairs. Lee was a consultant for the Regional Government Services Authority in 2014, a supervisor at the Los Angeles County Department of Human Resources from 2005 to 2012 and a principal consultant at H. Lee Associates from 2002 to 2005. She was director of recruitment services at the Kaiser Permanente Pasadena Medical Offices from 1990 to 2002, a management analyst for the City of Los Angeles from 1980 to 1990 and a vocational rehabilitation counselor at Asian Rehabilitation Service, Inc. from 1977 to 1980. Lee is a member of the Southern California Public Management Association, Southeast Regional Occupational Program Governing Board and the Los Angeles Chinatown Firecracker 10k Committee. She was president of the Asian Pacific Women's Network in 1988. This position does not require Senate confirmation and there is no compensation. Lee is a Democrat.

Judy Waggoner, 64, of Bishop, has been appointed to the 18th District Agricultural Association, Eastern Sierra Tri-County Fair Board of Directors. Waggoner was a marketing coordinator for State Farm Insurance from 2006 to 2013 and served in several positions for the Bishop Union Elementary School District from 1983 to 2004, including psychological services secretary, special education secretary, school clerk and business health clerk. This position does not require Senate confirmation and there is no compensation. Waggoner is a Republican.
