Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Gia Brazil Vacin, 40, of Oakland, has been appointed zero emission vehicle infrastructure project manager at the Governor’s Office of Business and Economic Development (GO-Biz). Vacin has been principal at Brazil Vacin Consulting since 2013. She was an associate at Blue Earth Consultants from 2010 to 2013, project manager/environmental scientist at Leidos (formerly SAIC) from 2002 to 2010 and an intern at CONCUR Inc. in 2009. Vacin served as commercial recycling specialist at Recology Sunset Scavenger in 2001, a recycling associate at the San Francisco Department of the Environment from 2000 to 2001 and a fish and wildlife scientific aide at the California Department of Fish and Wildlife in 1999. She was a marine and environmental educator at the Marine Mammal Center in 1997. Vacin earned a Master of Science degree in environmental science and management from the University of California, Santa Barbara. This position does not require Senate confirmation and the compensation is $90,000. Vacin is a Democrat.

Frolan Aguiling, 39, of Elk Grove, has been appointed chief counsel at the California Department of Human Resources, where he has been acting chief counsel since 2016. He held several positions at the California Department of Human Resources, where he served as deputy chief counsel from 2014 to 2016 and assistant chief counsel from 2012 to 2014. Aguiling held several positions at the Department of Personnel Administration, where he was labor relations counsel from 2005 to 2012 and a law clerk from 2003 to 2004. He was an associate attorney at Mastagni, Holstedt, Amick, Miller, Johnson & Uhrhammer in 2005 and a law clerk/contact attorney at Legal Paradigm in 2005. Aguiling earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law. This position requires Senate confirmation and the compensation is $151,680. Aguiling is a Democrat.

Thomas Chaplin, 47, of Walnut Creek, has been appointed to the Commission on Peace Officer Standards and Training. Chaplin has been chief of police for the Walnut Creek Police Department since 2013. He was a commander at the Citrus Heights Police Department from 2010 to 2013, where he was a lieutenant from 2006 to 2010. Chaplin held multiple positions at the California Department of Justice, Office of the Attorney General from 2001 to 2006, including special agent in charge, special agent supervisor and special agent. He served in several positions at the Sacramento Police Department from 1989 to 2001, including detective, police officer and academy instructor. Chaplin earned a Master of Science degree in emergency services administration from the California State University, Long Beach. This position requires Senate confirmation and there is no compensation. Chaplin is registered without party preference.
