Governor Brown Announces Appointments

Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Jonine Biesman, 45, of Westlake Village, has been reappointed to Area Board X of the California State Council on Developmental Disabilities, where she has served since 2013. Biesman has been a board certified pediatric neuropsychologist in private practice since 2001. She was a consultant for the Exceptional Children’s Foundation from 2002 to 2009 and staff psychologist at Cedars-Sinai Medical Center from 2002 to 2004. Biesman is a member of the American Board of Pediatric Neuropsychology, the National Academy of Neuropsychology, and the Interdisciplinary Council on Developmental and Learning Disorders. She earned a Doctor of Clinical Psychology degree from United States International University. This position does not require Senate confirmation and there is no compensation. Biesman is a Democrat.

Michael Rillera, 51, of Irvine, has been reappointed to Area Board XI of the California State Council on Developmental Disabilities, where he has served since 2012. Rillera has been a registered nurse utilization case manager at Kaiser Permanente since 2012. He was a clinical reviewer at the County of Orange Health Care Agency from 2005 to 2012. Rillera was director of nursing services at Westminster Therapeutic Residential Center from 2003 to 2005 and nurse manager at Royale Therapeutic Residential Center from 2000 to 2003. He was a registered nurse assessment coordinator at the Anaheim Memorial Medical Center from 1997 to 2000 and registered nurse assessment coordinator at the Naamans Creek Country Manor from 1995 to 1997. Rillera earned a Registered Nursing degree from Hahnemann University. This position does not require Senate confirmation and there is no compensation. Rillera is a Republican.

Shirley Jean Ceccon, 76, of Orland, has been appointed to the 42nd District Agricultural Association, Glenn County Fair Board of Directors. Ceccon was a kindergarten aide at Plaza School District from 1989 to 2008. She was a service representative for Pacific Tell and Tell from 1955 to 1966. Ceccon is a member of Beta Sigma Phi International, the Orland Historical and Cultural Society, and the Orland Women’s Improvement Club. This position does not require Senate confirmation and there is no compensation. Ceccon is a Democrat.

Marilyn Patterson, 59, of San Bernardino, has been reappointed to Area Board XII of the California State Council on Developmental Disabilities, where she has served since 2012. Patterson has been professor of urban planning and development at California State University, San Bernardino since 2014. Patterson served in multiple positions at the U.S. Department of Housing and Urban Development from 1987 to 2013, including housing revitalization specialist and facilities management specialist. Patterson is a member of the Black American Political Association of California and the Urban Land Institute of Los Angeles. She earned a Master of Science degree in urban affairs from the University of Wisconsin, Milwaukee. This position does not require Senate confirmation and there is no compensation. Patterson is a Democrat.

Chad Skopp, 45, of Oak Park, has been reappointed to Area Board IX of the California State Council on Developmental Disabilities, where he has served since 2012. Skopp has been a composer at Sound Approach Music Publishing since 1998. He was a consultant for the North Hollywood Academy of New Music Theater from 2007 to 2008, a teaching assistant at the University of California, Riverside from 2003 to 2004, and a senior analyst at Gateway Partners from 1997 to 1998. Skopp earned a Doctor of Philosophy degree in music composition from the University of California, Santa Barbara. This position does not require Senate confirmation and there is no compensation.  Skopp is a Democrat. 

Marria Jones, 40, of Visalia, has been reappointed to Area Board VIII of the California State Council on Developmental Disabilities, where she has served since 2012. Jones was a special friends aide at Annie R. Mitchell Elementary School from 2008 to 2010. Jones was a customer service representative for Cigna Insurance from 1997 to 1998 and was a secretary at the Tulare County Office of Vocational Education from 1996 to 1997. She was disc jockey and receptionist at KDUV 88.9 in Visalia from 1993 to 1996. This position does not require Senate confirmation and there is no compensation. Jones is a Republican
