Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Joseph Moss, 48, of Lincoln, has been appointed chief of the Contract Beds Unit at the California Department of Corrections and Rehabilitation, where he has served as acting chief of the Contract Beds Unit since 2014. Moss served as chief deputy warden at the California Department of Corrections and Rehabilitation Headquarters from 2012 to 2014, where he was a correctional administrator from 2008 to 2011 and a captain from 2006 to 2008. He was an associate warden at Folsom State Prison from 2011 to 2012 and served in several positions at Salinas Valley State Prison from 1996 to 2006, including lieutenant, sergeant and correctional officer. Moss was a correctional officer at Ironwood State Prison from 1994 to 1996. This position does not require Senate confirmation and the compensation is $141,204. Moss is a Republican.

Katherine Tebrock, 40, of Elk Grove, has been appointed deputy director of the Statewide Mental Health Program at the California Department of Corrections and Rehabilitation. She has served as chief deputy general counsel of policy at the department since 2007, where her responsibilities have included the management and oversight of the health care legal team, including mental health class action litigation. Tebrock was chief of the court compliance legal team at the California Department of Corrections and Rehabilitation from 2007 to 2009, where she was staff counsel from 2005 to 2006. She served as a deputy attorney general at the California Department of Justice, Office of the Attorney General from 2006 to 2007 and was an attorney at the Law Offices of David A. Martin and Associates from 2003 to 2005 and at the Law Offices of Carl J. Debevec from 2002 to 2003. Tebrock earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law.  This position does not require Senate confirmation and the compensation is $156,000. Tebrock is a Democrat.

Charlton “Chuck” Bonham, 47, of Berkeley, has been reappointed to the Pacific States Marine Fisheries Commission, where he has served since 2011. Bonham has served as director at the California Department of Fish and Wildlife since 2011. He held several positions at Trout Unlimited from 2000 to 2011, including California director and senior attorney. Bonham was an instructor and trip leader at the Nantahala Outdoor Center from 1994 to 1997 and a small business development agent for the U.S. Peace Corps in Senegal from 1991 to 1993. Bonham earned a Juris Doctor degree from the Northwestern School of Law of Lewis and Clark College. This position requires Senate confirmation and there is no compensation. Bonham is a Democrat.

Barbara Emley, 72, of San Francisco, has been reappointed to the Pacific States Marine Fisheries Commission, where she has served since 2011. Emley has been an office manager at the San Francisco Community Fishing Association since 2011 and a commercial fisherman since 1985. She is a member of the Greater Farallones National Marine Sanctuary Advisory Council. This position requires Senate confirmation and the compensation is $100 per diem. Emley is a Democrat.

Richard S. Gordon, 67, of Menlo Park, has been reappointed to the Pacific States Marine Fisheries Commission, where he has served since 2012. Gordon has been a member of the California State Assembly since 2010. He served as a member of the San Mateo County Board of Supervisors from 1997 to 2010 and was executive director at Youth and Family Assistance from 1976 to 1997. Gordon earned a Master of Theology degree from Garrett-Evangelical Theological Seminary at Northwestern University. This position requires Senate confirmation and there is no compensation. Gordon is a Democrat.
