Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments.

Frank Ramirez, 62, of Sacramento, has been appointed senior permit assistance specialist in the Governor’s Office of Business and Economic Development, where he served as senior permit assistance specialist from 2011 to 2014. Ramirez has been senior policy analyst at the California Research Bureau since 2014. He was senior policy analyst at the California State Library from 2004 to 2011, senior project manager in the Office of Governor Arnold Schwarzenegger from 2003 to 2004, deputy director of planning in the Office of Governor Gray Davis from 2000 to 2003 and director of the California Trade and Commerce Agency Office of Permit Assistance from 1997 to 2000. Ramirez earned a Master of Urban Planning degree from the University of Wisconsin, Milwaukee. This position does not require Senate confirmation and the compensation is $83,376. Ramirez is a Democrat.

Jesse Torres, 38, of San Gabriel, has been appointed deputy director, small business advocate in the Governor’s Office of Business and Economic Development. Torres has been regional director of the Los Angeles Small Business Development Center Network at Long Beach City College since 2011. He was director of alumni relations at Pepperdine University from 2009 to 2011, where he was director of alumni and corporate relations from 2005 to 2009, regional director at Orange County and Inland Empire Small Business Development Center Network in 2009 and associate director of development, grants and communications at Geffen Playhouse from 2002 to 2005. Torres earned a Master of Business Administration degree from Pepperdine University. This position does not require Senate confirmation and the compensation is $110,004. Torres is a Democrat.

Destie Overpeck, 56, of Mill Valley, has been appointed administrative director in the Division of Workers’ Compensation at the California Department of Industrial Relations, where she has been acting administrative director since 2012, chief counsel since 2005 and served as industrial relations counsel III from 2000 to 2005. She was an attorney and partner at Cullom, Burland, Bacon and Overpeck from 1986 to 2000 and an associate at LaFollette, Johnson, Schroeder and DeHaas from 1984 to 1986. Overpeck earned a Juris Doctor degree from the University of California, Hastings College of Law. This position requires Senate confirmation and the compensation is $134,822.52. Overpeck is a Democrat.

Adam Day, 45, of San Diego, has been reappointed to the California State University Board of Trustees, where he has served since 2014. Day has been assistant tribal manager for the Sycuan Band of the Kumeyaay Nation since 2002. He was general manager at NCG Porter Novelli from 2000 to 2002, vice president at the Flannery Group from 1999 to 2000 and chief of staff in San Diego County Supervisor Dianne Jacob’s Office from 1996 to 1999, where he was senior policy advisor from 1993 to 1995. Day served as deputy chief of staff in the Office of San Diego County Supervisor Greg Cox from 1995 to 1996, was campaign manager for the Dianne Jacob for Supervisor campaign from 1992 to 1993, a policy advisor in the Office of San Diego County Supervisor George Bailey from 1990 to 1992 and served as defense and foreign affairs legislative assistant in the Office of U.S. Senator Pete Wilson in 1990. This position requires Senate confirmation and the compensation is $100 per diem. Day is a Republican.
