Sacramento, California - Governor Edmund G. Brown Jr. today announced the following appointments:

Lisa Lien-Mager, 51, of Davis, has been appointed deputy secretary for communications at the California Natural Resources Agency. Lien-Mager has been director of communications at the Association of California Water Agencies since 2012, where she has held several positions since 2008 and from 1990 to 1999, including communications supervisor, legislative analyst and communications specialist. She was a communications consultant from 2004 to 2008, a public affairs specialist at the California Bay-Delta Authority from 2001 to 2005 and a reporter at the Milwaukee Sentinel from 1987 to 1990. This position does not require Senate confirmation and the compensation is $139,404. Lien-Mager is a Democrat.

Candace Hyatt, 33, of Sacramento, has been appointed deputy executive director for human resources at the California Public Utilities Commission. Hyatt has been a labor relations officer at the California Department of Human Resources since 2014, where she has held several positions since 2013, including labor relations specialist and personnel management consultant. She held several positions at the California Department of Transportation from 2009 to 2013, including labor relations analyst and labor relations specialist. Hyatt was a personnel analyst at the California Public Employees’ Retirement System Board from 2008 to 2009 and at the California Department of Pesticide Regulation from 2006 to 2008. This position does not require Senate confirmation and the compensation is $114,000. Hyatt is a Democrat.

Rosalio Castro, 51, of Beaumont, has been appointed to the Board of Parole Hearings. Castro has been a deputy commissioner at the Board of Parole Hearings since 2015.  He was an attorney at California Rural Legal Assistance Inc. from 2012 to 2013 and an attorney in private practice from 2002 to 2015. Castro was a deputy public defender at the San Bernardino County Public Defender’s Office from 2001 to 2002, a partner at Magnum, Castro and Associates from 1998 to 2001 and an associate at Benninghoff and Ramirez from 1995 to 1998. Castro earned a Juris Doctor degree from the University of California, Hastings College of the Law. This position requires Senate confirmation and the compensation is $147,778. Castro is a Democrat.
